Politisches Impulsforum: Die Zukunft der Kulturförderung im Föderalismus

Nach der Wahl ist vor der Wahl: Die SK³ – Ständige Konferenz für Kunst und Kultur in Bayern lädt Politiker*innen, Kulturschaffende und Interessierte zu einem Impulsforum ein. Die Auseinandersetzung nimmt die „Terms & Conditions“ der Kulturförderung im Föderalismus in den Blick.

In vielen Kommunen Bayerns – so auch in München – stehen die Haushalte und damit auch öffentlich geförderte Kultureinrichtungen sowie die freie Szene unter wachsendem finanziellen Druck. Geplante Kürzungen werfen grundlegende Fragen auf – nach Arbeitsperspektiven, Planungssicherheit und der Verantwortung von Stadt und Land für eine lebendige Kulturlandschaft.

Was sind die Grundbedingungen, unter denen Kunst und Kultur in Zukunft noch entstehen können? Wie lassen sich im Föderalismus kollaborative Strukturen entwickeln, um die Künste, ihre Akteur*innen, Netzwerke und Vielfalt langfristig zu erhalten? Welche kulturpolitischen Entscheidungen sind jetzt notwendig – und welche Spielräume gilt es zu verteidigen? Wie können zwischen Bund, Ländern und Kommunen, zwischen Exzellenz und Teilhabe, Kulturhoheit und Finanzierungsverantwortung, „bottom up“ und „top down“ künstlerisches Arbeiten und die gesellschaftliche Relevanz der Künste weiterentwickelt und gestaltet werden?

Mit Impulsen von Kommunal- und Landespolitiker:innen sowie Vertreter:innen der Kunst- und Kulturszene in Bayern eröffnet das Impulsforum einen Raum für Austausch und Perspektiven.

Once the election is over, it’s time for the next one: SK³ – Ständige Konferenz für Kunst und Kultur in Bayern (Permanent Conference for Art and Culture in Bavaria) invites politicians, cultural professionals, and interested citizens to an impulse forum. The discussion will focus on the “Terms & Conditions” of cultural funding in federalism.

In many municipalities in Bavaria – including Munich – budgets and thus also publicly funded cultural institutions and the independent scene are under growing financial pressure. Planned cuts raise fundamental questions – about job prospects, long-term planning and the responsibility of cities and states for a vibrant cultural landscape.

What are the basic conditions under which art and culture can still flourish in the future? How can collaborative structures be developed within federalism to preserve the arts, their actors, networks, and diversity in the long term? What cultural policy decisions are necessary now – and what scope for action needs to be defended? How can artistic work and the social relevance of the arts be further developed between the federal, state and local governments, between excellence and accessibility, cultural sovereignty and financial responsibility, “bottom up” and “top down”?

With input from local and state politicians as well as representatives of the arts and culture scene in Bavaria, the impulse forum opens up a space for exchange and perspectives.
